The objective of this research was to determine the strengths, weaknesses, opportunities, and threats perceived by teachers, teaching technicians, administrative staff, and students in order to formulate strategic, tactical, and operational objectives. This objective was also used to design strategic planning for a university program in Ecuador. The literature review examined the importance of strategic planning. To collect responses, an online survey was conducted on the positive and negative aspects of the program, as well as external factors influencing the program. The results of this study analyzed internal factors in the areas of teaching, research, community outreach, administrative management, and teaching and learning processes. External factors in the areas of politics, economy, society, technology, ecology, and law were analyzed to develop strategic objectives, integrating them with the ODS, PND, CACES indicators, and the objectives of the IES. Therefore, it is important for the program to implement strategic objectives with its tactical strategies and operational actions to improve the quality of higher education, be competitive in the education market, optimize financial resources, reformulate management processes, and promote the publication of research projects.
